Taliban Flogged a teenage girl before public
The 2½-minute film shows a woman wearing pink pants and a billowing dark-blue chador being held down by bearded and turbaned men as another man delivers 34 blows with a whip.
The incident took place in Matta, a town in the Islamic stronghold of Swat, barely 160 kilometres from the Pakistani capital Islamabad.
The film was shot on a cellphone and passed to the British newspaper The Guardian by Samar Minallah, a Pashtun documentary maker and anthropologist who lived in Swat for two years in the late 1990s.
"This video is being widely circulated because the Taliban want people to see it. They want to give the message that this is taking place after the peace deal because this is something they ideologically believe in," she said.
Sharia law was introduced in the area in February after the government reached a truce with the Taliban.
Reached by phone, Taliban spokesman Muslim Khan claimed responsibility for the flogging, according to the report in The Guardian.
"She came out of her house with another guy who was not her husband, so we must punish her. There are boundaries you cannot cross," he said.
There was no indication the man involved had been punished in any way.
The spokesman defended the Taliban's right to thrash women shoppers who were inappropriately dressed, saying it was permitted under Islamic law.
But some residents of Matta have accused the Taliban commander of ordering the beating to get revenge after the girl refused to accept his proposal of marriage, local reporters told The Times of London.
Taliban gunmen are also attacking girls' schools - 169 in the Swat district have been bombed since July, state media reported in January. Last week, a suicide attacker bombed a girls' school in southwestern Baluchistan province.
The months of attacks on educational institutions, teachers and students have created a "shocking situation" where parents are refusing to send their daughters to school, said Koichiro Matsuura, director-general of the UN's Educational, Scientific & Cultural Organization.
While the peace accord in Swat "theoretically" allows girls to return to school, Mr. Matsuura said "fear still reigns" among parents and many teachers have fled the region in recent weeks.
He said Pakistan's government must ensure its commitment to "Education for All" includes guaranteed access to schools for girls, according to a statement on the UN's Web site. "A strong signal must be sent so that everyone can once more benefit from education, which is a determining factor for their future and for the future of the country."
Liberal commentators are also alarmed. Writing in the newspaper Dawn, Tariq Rahman decries the Talibanization of his country.
We are gullible and the militants take advantage of our gullibility," he says.
"Slowly, they are nibbling at parts of our country. This is a situation of our own making. And we have our own unwise, narrow policies to blame."

It is shameful and inhuman. I cried when I heard the screams of the girl. It seems as if these people are living in stone age. Really shameful act on part of Taliban.

It makes me sick to the stomach and I cannot believe that millions follow this faith. May God have mercy on them and guide them.

The torture is sickening and my heart prays for her. I feel sorry for this young girl and may God grant her peace. I pray for all who live in the muslim world that they may see the light of Jesus Christ and accept Him as their Lord and savior.
