What are the effects of the french past historic tense?

I'm wondering what are the effects of the french past historic tense.
For instance, when it is used in conversation, it is said that you would
be thought as snobbish, and I'm wondering if in literature: narrations,
biographies, short stories, etc... what would be the effect if the past
historic isn't used in those writings?
